CPM is part of a national effort to develop effective management through the training and education of supervisors and managers in state and local government. In New Jersey, the CPM Program is coordinated by the New Jersey Department of Personnel.s Human Resource Development Institute. The mission of the program is to empower students through educational activities to become more effective, efficient and ethical organizational managers. The program is divided into six levels. The first three levels, which involve a total of 93 contact hours (15 = days), focus on the critical techniques of governmental team management with an emphasis upon practical applications. Levels I-III have been approved by ACE for a recommendation of 6 undergraduate credits. The Human Resource Development Institute and Fairleigh Dickinson Universtiy (FDU) jointly offer the Certified Public Manager Program -Levels IV, V and VI to those students who wish to earn the CPM designation.Levels IV, V, VI consist of 135 contact hours (22 1/2 days) of instruction. These three levels have been approved by American Council on Education (ACE) for the recommendations of up to 9 graduate credits for completion of all six levels of CPM. For Fairleigh Dickinson University's (FDU) 30-credit Master of Administrative Science (MAS) program and FDU's Master of Science in Homeland Security (MSHS) six credit can be awarded for completion of all six levels of CPM.
